Right now if I need a different notification target for each project, I need to create a new notification scheme for every project. This is particularly laborious in an environment like the ASF JIRA installation where you may have 100+ projects, each needing a different target, and while I would like the notification scheme to represent the types of notifications that go out, I instead have to create 100+ notification schemes just because the target is different for each.

If we could have a project-level attribute(s) that the notification could pull from, then I could create notification schemes only per "scheme" and not per target.
