Plugin point logic condition breaks the header

      If you have a nonlazy header item with sections but no displayed links a closing DIV is rendered which breaks the header.

            Added plugin I used for testing. It triggers the condition in 5.0.2 when the user is not logged in as an admin. You have to be logged in for the error to trigger.

            This is not an issue that would be noticed outside a plugin developer environment. As such we have fixed in master but not on bugfix branch.

            There's a bug with the header after Don's recent commit. It's nothing he's done wrong - we have some bad logic in system-navigation-bar.vm - if you have a nonlazy item with sections but no links (or if the links aren't displaying due to certain conditions) a closing div is being rendered which breaks our header menu.

            This will be broken on Branch and Master. I've raised https://jira.atlassian.com/browse/JRA-27887 and alerted Rob.
