"Date picker" does produce non localized dates.

      We have a german locale (browser and server) but a JIRA installation which is set to UK English.

      To schedule an issue to december, the date picker returns a "12 dec 2003". JIRA complains about this date (error).
      If we use a german-style "12 dez 2003", it works fine. This is very misleading, as one would expect UK month names in an UK locale.

      In general, the localization of the date picker seems incomplete.
      (when I set the default locale of JIRA to german, I still get a "12 dec 2003")
