Lock top navigation bar when scrolling

      Especially when browsing issues with a long history it would be helpful if the top navigation bar (dashboards, projects, issues, agile, etc) would be locked, so that it is always visible.

      I think there already was an issue to this, that was closed (JRA-21963). But maybe situation has changed until today?
