Default values aren't respected when changing project in create issue popup

Steps to reproduce:
1. Have two projects. The first has fewer fields than the first. The second has fields the first doesn't and those fields are also required and have default values.
2. Click the create issue button and select the first project(The one with fewer fields)
3. Switch to the second project(With more fields)

Expect: the default values to be filled in when there are no values initially
Actual: the fields with default values remain empty
