Add option to display components/versions in the Browse Project, Open Issues report

    Description

      In the Browse Projects, Open Issues report, projects and components do not appear in the report unless there are open issues associated with them.

      We would like to be able to see all components and versions for the current project, even if there are no issue associated with those components or versions. But we would like to control this via a setting in the admin, at the version or component level.

      Here's the use case:

      We have some components in our project that are inactive for long periods of time, then we get some bugs reported against them. We don't want the component to show up with "0" issues for months at a time, but when the component is active we want to see how many issues, even when there are zero.
