Accessing a shared filter which includes projects for which you have no permissions results in error

      A public shared filter exists with the following query:

      "External ID" is not EMPTY and project not in (Test) ORDER BY cf[10001] ASC, priority DESC, key DESC

      When a member of "jira-administrators" access the query it works.
      When a member of "jira-users" accesses the query they receive the following error:

      HTTP Status 400 - A value with ID '10018' does not exist for field 'project'.
