Temporary attachments leak into other "Create issue" dialogs

      There is some leakage of temporary attachments (that have already been uploaded but not yet included in an issue) from one browser tab to another.

      Steps to reproduce:

      • open two tabs
      • in both tabs click the "Create Issue" button
      • in tab 1: click "choose file" and add an attachment
      • in tab 2: click the "configure fields" and switch the mode from all to custom, or vice-versa. the attachment that was uploaded in tab 1 now shows up in tab 2

      We can easily end up in a situation where we upload attachments to the wrong issue, which is pretty bad (think security levels, permissions, etc). I suspect editing issues will suffer from the same problem.
