Upgrade job to clear bundled plugins and osgi plugins

      This is very hard to assess how big it is, a bit like JRA-23344. We often in support see classloading errors, and must clear these two system folders in the /plugins folder.

      Can these be wiped on restart, especially when an upgrade job is detected?
