filter subscriptions using Current User correctly

When I created a filter and subscribed all users to this filter, so that they would get emailed the results. I wanted to have them receive issues that were assigned to each one individually. Current User seemed to be the likely solution, and it worked for properly after the user was logged in and clicked on the filter. However, the email they received was of all issues that were assigned to me (as the person who created the filter). Can we fix this so that current user feature would run for each user in the system rather then just for the user logged in. It defeats the purpose of subscribing people to this filter otherwise.
