Description

Currently a user needs to be in the Jira-administrators group to edit the workflow of a project
Once a user is an administrator of a project (such as Project Manager) we would like them to be able to make changes within that project without limitation - so they can edit their own workflows while not affecting others
Current usage means that either support staff that may not have the time or knowledge to update the workflow for an individual project as often as required or we need to add the project manager into jira-administrators, which gives them control over the entire environment - which is not ideal
We would like to be able to define permissions for all elements of projects using permission schemes and users/groups
