JIRA will convert spaces to "+" upon downloading attachments with spaces in the filename in IE8

      When accessing JIRA using IE 8, spaces in the filename will be converted to
      "+" upon downloading the file. Kindly view the screenshot below:

      Steps to reproduce:

      • Access JIRA using IE 8 browser
      • Go to Issue, and try to download any attachments containing spaces in the filename
