Time entries are displayed -1 hour in JIRA issues compared to the real time, when having JIRA configured to use the Russia timezone as the system default time (tested specifically on the Asia/Novosibirsk tz). Steps to reproduce are:

• Append -Duser.timezone=Asia/Novosibirsk in the setenv.bat (Windows) or setenv.sh (UNIX)
• Start JIRA application
• Check the System time displayed in the System Information (Administration > System Information), and the time displayed is correct
  
• Create a JIRA issue, and the timestamp in the date created/updated will be incorrect. Same goes to the comments timestamp and also user timezone info:
