Permissions are broken with nested groups

      Steps to replicate:

      Parent Group: parent-group
      Child Group : child-group

      faisal is a member of child-group.

      create issue permission is granted to parent-group. faisal is not able to create issues because the permission to create issue was not inherited from the parent-group.

            I am seeing this behavior in a slightly different way. If a user belongs to more than one group with permissions assigned to say a filter, they get the lowest level of permissions instead of the highest level of permissions.
