Please, see the attached video, it explains this behavior better.
Basically, when you have a filter results gadget displaying more than 10 results and click on the actions menu, it works fine when dealing with results from top. However, if you try to select an option in the action menu and the result is pretty down, JIRA simply forces scroll up.
Confirmed with FF 8 and 9 and latest Chrome versions.
