JQL does not detect a filter cycle back to itself.

1. Create an empty JQL saved filter called "TEST1". This filter should match all issues in the JIRA instance.
2. (BUG) Edit "TEST1" and set it to "filter = TEST1". Click "Search". Notice that the search runs with no ill effects and continues to match all issues. We should be reporting an error with the query here.
3. Save the filter. Notice that no issues are matching.
4. Edit "TEST1". Notice that there is error displayed, but only after we saved the filter.

It appears that we are validating the current filter as it is saved rather than as it will be saved.
