When doing bulk editing, i would expect to be able to add a comment to all the edited issues (as done when editing a single issue) explaining the change.

At the moment this is not possible, it seems.

The easiest way would be to have an "add comment" option in the step 2 (choose options) of the bulk editing. This would also allow "bulk commenting" issues.
