Greetings Atlassian,

I need to deactivate users in my system without deleting their reported issues. We currently utilize our JIRA instance as a helpdesk and a project management tool. We have upwards of 6000 users that count towards our licence, when in fact we only use 50 at any given time.

We are hindered by this, as we cannot afford tool add-ons like Bonfire or Greenhopper.
