Issue Navigator inline Actions not performed on selected Issue

An error occurs when you try to Resolve or Close an issue then cancel out when you're in the Issue Navigator. After canceling out of the popup menu, if you try to resolve or close another item, the pop-up menu still is performing actions on the first issue your tried to resolve or close.

It looks like this occurs only on Resolve and Close. All other actions that yield a pop-up menu still try and perform the action on the correct issue.

Steps to reproduce:

1. Populate a list of results in the Issue Navigator
2. Click on the Actions cog on the line of an Issue then click Resolve
3. Cancel out of Menu and click Resolve on another item
   • You'll see that the issue that is being resolved is the original issue that you were going to resolve first.
   • Each the Resolve and Close are independent of each other. Resolve, Cancel, Resolve will show the same ticket. Same for Close, Cancel, Close.
