JIRA does not respect @RequiresRestart annotation

I tried bumping UPM to support JIRA 4.4 from 4.3, and we got some failing tests with regards to the tests of the @RequiresRestart. Everything worked in JIRA 4.3, but there's something wrong in JIRA 4.4. Seems like the plugin returns a restart state of PluginRestartState.NONE instead of a PluginRestartState.INSTALL.

Note that this only happens when I'm installing a new plugin with a module that requires restart. But it works as expected when "upgrading" a plugin (i.e., @RequiresRestart is honored)
