CommentHandlers should filter out vacation email messages

We are using the Non Quoted Comment Handler with the ImapService. If someone has a "vacation" message set, the first email they get from JIRA will be responded to with the "vacation" message which then ends up in a comment on some issue.

Some way to avoid these messages getting added would be nice (like a regex filter used to reject messages).
