Disable Login gadget feature broken

      As per this feature: https://jira.atlassian.com/browse/JRA-17727

      property in jira-application.properties:
      jira.disable.login.gadget = false

      This no longer works in 4.4.3, when changing the value to true and restarting JIRA the login gadget still shows.
