As a program, I can opt into some form of optimistic locking when updating and issue via REST

      When PUTing to update an issue, I could send an unlessModifiedSince=isodate parameter. If the issue had been updated (according to its updateddate field) since that date, then JIRA would not update the issue and return an response indicating the update failed due to optimistic locking.
