Creating issue fails due to cascading select field with no values

      If there's a cascading select custom field with no values but 'None' then creating an issue fails with "Error creating issue: null". You can reproduce this with the JIRA 5.0 QA data and the 

      <EMBED SRC="http://ha.ckers.org/xss.swf" AllowScriptAccess="always"></EMBED>

      field.
