Should be able to associate Project Roles to User with empty Project Roles

      Currently User without any Project Roles can't be associated to any Project Role as describe in the steps below:

      1. Create one user
      2. remove the user from all Project Roles
      3. Administration >> Users >> select user >> click on the Project Roles > Click on Edit Project Roles > will not have the ability to associate user to any Project Role
