In ViewProfile, add link to ViewUser if the logged-in user has jira-administrator priveleges

    Description

      Currently, you may navigate to a user profile (from an issue, lets say), but if you are an administrator, and you want to modify this user (groups or whatever), then you have to go to the UserBrowser page and do a search.

      If the current-logged-in user has jira-administrator priveleges, then there should be a link to "Admin User" - to the ViewUser action.
