Email notification does not rendered correctly in Russian with HTML email type

      Steps to reproduce

      1. Change your language preference to Russian and Email Type to HTML at User Profile
      2. Translate the status at Administration >> Issues >> Statuses: 
        Open -> открыть 
In Progress -> обработан
      3. Go to an issue and click on 'Stop Progress' to change the Status from обработан to открыть
      4. Email received with incorrect rendering for Status:
      5. Using English as language preference at the User Profile will have the correct email rendering:
