Dot Dialog doesn't work in IE9

    Description

      The "dot" action dialog pops up but does nothing in IE9.

      Text can be entered but Jira doesn't display matches in the dropdown. Clicking to drop down with no text does nothing.

      Works correctly in Firefox (6.01)
