The workflow designer in JIRA 4.4 is unable to handle double byte letters such as Japanese for a transition name.

(actually, the transition is created correctly, but the transition name not appear on the designer as expected)

Test: go into workflow designer, edit a pre made workflow by pressing the cog, try to edit the transition name to some japanese characters 日本語の漢字　save and it will not come up in the designer.
