several 404 errors

    Description

      Many dialogs related to Schemes trigger a 404 - page not found error.

      Example: In the "Add Field Layout Scheme" dialog, after clicking "Add" I get the 404 error for the URL /secure/admin/ViewFieldLayoutSchemes.jspa. This should really be /jira-25b2/secure/admin/ViewFieldLayoutSchemes.jspa.

      Same problem with copy, edit or deleting the scheme, and when associating field layout scheme to a project.
