JIRA should not count Crowd users that are set as inactive on Crowd side as a licensed user

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Since JIRA use permission scheme to count the license users, its apparently doesn't check whether the users that are member of counted permission scheme (JIRA Users, JIRA-Administrators, JIRA System Administrators) are actually inactive on Crowd side.

      It would be better if JIRA could check whether user are active/inactive on Crowd side and count the license accordingly rather than just checking the member of the counted permission scheme.
