Problems with umlaut characters in project name

    Description

      I have a project with the Name "Büro Berlin" and a key "BÜROB".

      After entering a bug for this project I get redirected to /jira/secure/ViewIssue.jspa?key=BÃœROB-3 .

      When selecting this bug from the issue navigator then the url is /jira/secure/ViewIssue.jspa?key=BÜROB-3 .

      Both URLs work in MSIE 6.0. However I think they should be the same.

      And I think special characters, such as umlauts, must be properly encoded when using in an url, at least I have never seen umlaut characters in an url.
