Steps to replicate the problem:

• Set the 'linked issues' to be required from Field Configurations
• Put the 'linked issues' in Create Issues screen
• Create an issues and leave the 'link issues' field to be empty.

From the 'linked issues' field description:

"If you leave it blank, no link will be made"

It should be validated the create issues while the issue is not linked properly.
