Issue linking is allowed when creating new issues even though the user doesn't have Link Issue Permission provided but the Edit Issue Permission is granted.

      As stated, User need "Edit Issue" Permission to link issue when creating new issues.

      Meanwhile, The "Link Issue" Permission only works when the user tries to link issue at Issue view screen.
