The issue page scrolls when user scrolls through listing in frother control.

      Steps:
      1. With the fix of JRA-23051, now we have limited the no of entry in frother control fields like component/versions to 15 and the list scrolls up and down as user move up and down.
      2. But when user tries to scroll down, the whole page is also scrolling down, which is not right. See attached video.
