JIRA does not Respect Attachment's Encoding

      At the moment, JIRA respects the system encoding when serving attachments. This system encoding is set in JIRA's General Configuration.

      So, if we have mixed encoding of attachments, JIRA should respect the attachments' encodings rather than stick to the system encoding.
