Steps to replicate

1. Create a user whose passowrd has one of the above characters
2. The user can login successfully when JIRA is accessed in IE or Mozilla firefox
3. Navigate to the user profile and try to perform any operation that will require password validation such as change email.
   1. If using IE browser, the password validation field does not accept the special characters making the process to fail with an error message "The password you entered is incorrect". See screen-shot
      
   2. If using Mozilla firefox, the password validation field accepts the characters and everything goes fine.

Note: If nothing has been changed in the user profile page, then JIRA will accept the wrong password without the special characters.
