JIRA 4.4 workflow designer allows choosing Create Issue as transition through "Clone Transition" and "Use Common Transition" options, which will eventually crash the workflow designer

Example steps to reproduce:

1. Clone the original workflow
2. Open the Workflow Designer for the cloned workflow
3. Use the transition tool to create a transition from Open to Open statuses. A popup window will appear with 3 options on top.
   
4. Choose Clone Transition (or Use Common Transition. These are the two options that expose this bug). Choose Create Issue transition in that window.
5. Click Ok. Stack trace with class cast exception appears

Proposed solution

Workflow Designer should never allow cloning or re-using Create Issue as transition.

Current workaround

Prevention. Do not choose Create Issue as transition from anywhere

Impact analysis

As far as I could see. Choosing Create issue will not cause serious trouble, except that the Workflow Designer will hang upon the next operation (see sub-task of this bug). In that case the Workflow Designer will need to be re-loaded.
