...You can also have HTML in an option value — be sure to use complete tag pairs, and check that the HTML will display correctly.

However that is only true for Issue view page.

In quite a few places it is broken or html tags are displayed:

• CF edit option
  
• create/edit issue
  
• activity stream
  
• email notification
