SVN precommit hook won't allow mention of UTF-8 in commit log message

      There doesn't seem to be project to file this bug under, so I'm defaulting to JIRA.

      Transmitting file data ..svn: Commit failed (details follow):
      svn: Commit blocked by pre-commit hook (exit code 1) with output:
      Issue UTF-8 does not exist.

      There is a valid issue mentioned in the commit message. I need to log the command used to generate the file, but I can't with this bug interfering.
