1. Open the issue navigator and display some issues
2. Open it in another tab with a different set of issues
3. Go back to the first tab and select Tools -> Bulk Change -> All Issues

The subsequent bulk operation screen is populated with the issues displayed in the second tab. This is very confusing, breaks my conceptual model of how the issue navigator is "supposed" to work, and could result in bulk actions being taken on the wrong issues.
