Here are the following steps on how to reproduce the problem:

1. Log in to JIRA
2. Click on Projects tab
3. Under this page, click on Quick Create Issue (opening Summary tab by default) and it is able to show Project and Issue type options correctly

Using Firefox 3.6.16

• Switch tab upon the first time and click on the Quick Create Issue box will appear as empty without showing Project and Issue type options:
  

Using Firefox 4

• Switch tab until the second time and click on the Quick Create Issue box will appear as empty without showing Project and Issue type options:
  

Using IE 8

• No problem at all after switching tab and clicking on the Quick Create Issue box

It appears that IE 9 is also having the same problem after further replication even though it is still not a supported web browser yet. Anyway, this problem will go away after refreshing the page.

In previous JIRA versions (JIRA 4.2 and earlier), this problem does not happen.
