Symptoms

Go to Administration -> System -> Atlassian Support Tools. JIRA fails throwing an stack trace on the screen.

The following error appears on atlassian-jira.log:

com.atlassian.templaterenderer.RenderingException: org.apache.velocity.exception.MethodInvocationException: Invocation of method 'getApplicationProperties' in class $Proxy584 threw exception java.lang.UnsupportedOperationException: This method is not supported in an UnloadableJiraServiceContainer at /templates/system-info.vm[line 1, column 12]

Cause

When JIRA cannot start a service, in this case the Subversion Revision Indexing Service, the Atlassian Support Tools throws an Content Encoding Error. This is a bug and will be fixed soon.

Resolution

Reinstall the JIRA Subversion Plugin or remove the problematic service through Administration -> System -> Plugins. If you're upgrading your instance, be aware that the Subversion Revision Indexing Service should be automatically created if you have installed Subversion in the old instance, causing this error.
