Jql functions defined within user plugins can override system functions

      1. Install a user plugin that overrides a system provided function (i.e. echo).
      2. Notice the system function has not been overridden yet.
      3. Re-install the user plugin.
      4. [BUG] The system function gets overridden by the user plugin.
