setup.jsp references ui/base.css, which no longer exists

setup.jsp references some CSS files which no longer exist at that location since Spud's LESSened JIRA, e.g.:

<link type="text/css" rel="stylesheet" href="<%= request.getContextPath() %>/ui/base.css"/>

The setup screen's styling if off because of this. You probably need to make a copy of this as generated by a running JIRA instance and check it back in to svn.
