Make issue history available through RPC (SOAP, REST)

    Description

      Would be cool to have the complete issue history available through a remote API. This would make it possible, among other things, to build proper burndown charts and other dashboards for JIRA Studio - where you don't allow custom plugins, making RPC the only way to compensate for numerous Greenhopper math issues.
