When a major configuration change is made on a system, the application displays a info box at the top of Admin pages suggesting that a re-index should be performed. This information is displayed to users that do not have the permission to run a re-index.

When a Project Administrator goes into the Administration page they see this message. This message should only be displayed to users that are in the jira-administrators group. Since the person is not in the group they should not be able to see the message.
