Web sudo setting is cached

In Studio, we need to disable web sudo until all products support web sudo. We try to do this in a plugin upgrade task but it appears that the 'websudo-disabled' option is cached in InternalWebSudoManagerImpl class, and it requires restarting JIRA to pick the new setting up from database.
