Turkish characters cause empty search results for fields of type: Multi Checkboxes, Multi Select, Radio Buttons and Select List.

Steps to reproduce:

1. Create a custom field of any of the types mentioned in the issue summary. Let's name it "turkish field"
2. Associate it with the default screen
3. Set the values of it. Let one of them be "Yapım". Note that there is a turkish character which looks like i but without dot. This is what is going to cause us trouble
4. Create an issue and set the value of "turkish field" to be "Yapım"
5. Create an advanced search and type:

   "turkish field" = "Yapım"
   

6. No results!
7. Try simple search and choose "Yapım" for the custom field "turkish field"
8. No results too!
