If you are not logged in and click a link to the release notes or copy&paste one in the url bar, the page is shown but without any issues. It could be confusing for users, because they could think there are no issues for the version.

Other pages redirect to the login screen if you are not logged in. This would make sense in this case, too.

Update: This behavior is should not be happening as it does display all versions publicly when not logged in.
Although the related issues are not displayed by accessing http://HOSTNAME/secure/ConfigureReleaseNote.jspa?projectId=10000 anyone would be able to view that project's version list
